The Taxable interface looks like this:

final means that what follows is a
constant, not a variable.
Variables are not allowed in interfaces.
Recall that final can be omitted
since the compiler will automatically make the identifier a constant.
But it is nice to say final to make it clear that the value is constant.
The = value part cannot be omitted.
